If you have editing software a good way to get this effect is to:
1. create a duplicate layer
2. apply a 30 pixel gaussian blur
3. reduce the opacity of this layer to 30-35%
depending on yor software
4. If photoshop, us an adjustment layer for the blur and use a white soft brush to etch back through the key focus points: eyes, nostrils, liplines, fingers, rings, watches
or if you don't habve adjustment layers, use an eraser to set to a very low opacity.
Here is a side by side example (has a had alittle 'help' around the eyes too)
