Adobe are currently offering a huge discount to exiting users of Photohsop CS / CS2 or CS3 to upgrade via online purchase.
In Pacific Pesos (sorry, Australia dollars) the full version of CS4 is $1415. The upgrade is just $405
Light Room full version is $609. The upgrade is $205.

Under the current deal you get  30% off light room if you don't have an upgradable version and buy it with a CS4 upgrade
SO
Upgrade $405 + ($609 - 203 = $406) = $811 for both, that is under $600 US and about 400 British Pounds

Do you need a registered version of CS3 for this. I don't register any software, there normally no need.

I do not believe so, But CS3 needs to be "Activated" using it's product code and can only be on two machines concurrently.
This licensing is designe so that a business PC and a home computer do not requires seperate licences
You will have most likely activated when you first installed.

Also you can uses Light Room or Photoshop seperately or together. Light Room is specifically designed for the photographer's workflow, from RAW capture and conversion throught too batch processign of images and presentation.

I currently still only use CS3, but have been looking at upgrade options, which is how I came across this information.
